La seguridad humana y la responsabilidad de proteger

Abstract

En este artículo, la relación entre el desarrollo del concepto seguridad humana y la norma emergente de la responsabilidad de proteger se analiza desde los casos más emblemáticos de intervención internacional en hechos de violación masiva de derechos dentro de un Estado. El término seguridad humana surgió en 1994, resenado en un informe del Programa de Naciones Unidas para el Desarrollo. Se trata de un concepto más amplio de seguridad del que se venía asumiendo tradicionalmente, que evidencia que esta, a los ojos de las Naciones Unidas, ya no solo vale para los Estados, sino también, y cada vez más, para las personas. Si bien este concepto tiene que ver con la lucha contra la pobreza y la capacidad de desarrollo de las comunidades, incluye la transición hacia la paz y el desarrollo sostenible en las comunidades frágiles y afectadas por conflictos.
