El Sistema Nacional de Planeación: de la utopía a la cooptación

Abstract

Para analizar este tema se pretende responder: ¿es el Sistema Nacional de Planeación un escenario cuya finalidad es promover y fortalecer las democracias participativas, la participación ciudadana y facilitar la gobernanza democrática o, por el contrario, sigue siendo una utopía como cuando se incluyó en la Constitución de 1991? Se plantea que en sus primeros anos de vida, este Sistema dio pistas de poder ser un mecanismo eficaz para dinamizar las relaciones entre la comunidad y el Estado en lo relacionado con la construcción de políticas públicas y la toma de decisiones para el mejoramiento de las condiciones de vida de la población; sin embargo, durante el periodo 2002-2010, su rol resultó minimizado, por lo que pasó de un momento inicial de auge y esplendor, a uno de cooptación. Para probar la hipótesis, los autores se apoyan en conceptos como democracia participativa, participación ciudadana, utopía, cooptación y gobernanza democrática. Estos son analizados y controvertidos con las posturas de miembros y exmiembros del Consejo Nacional de Planeación y del Consejo Distrital de Planeación, entrevistados para los efectos de este artículo.
