Hacia una nueva etapa en la cooperación entre la Unión Europea y Centroamérica: la negociación de un acuerdo de asociación económica

Abstract

A lo largo de los próximos meses vamos a ser testigos de las sucesivas reuniones que mantendrán los representantes de la Unión Europea (UE) con sus homólogos centroamericanos y cuyo propósito será el de sentar las líneas centrales que comandarán un posible Acuerdo de Asociación económica entre ambas regiones. Este Acuerdo puede ser el punto culminante de unas relaciones que tienen su piedra angular en el Acuerdo de San José, iniciado en 1984, y que se consolidaron definitivamente el pasado mayo de 2006, en la cumbre UE-América Latina y Caribe. Según el gigante europeo, dicho Acuerdo comprenderá tres elementos: el diálogo político, la cooperación económica y el aspecto comercial, que incluirá la firma de un Tratado de Libre Comercio. Sin embargo, las asimetrías económicas y comerciales existentes entre ambas regiones pueden dar que pensar acerca de las posibilidades de desarrollo que un nuevo acuerdo comercial puede tener para el istmo. En ese sentido, la pretensión de este trabajo es la de intentar esclarecer cuales pueden ser las oportunidades de aprovechamiento que Centroamérica tiene al respecto, así como plantear los intereses que para la UE puede representar un Acuerdo de este tipo.
