Desarrollo humano e inclusión productiva en la música popular colombiana: el caso de las bandas de viento en Sucre (Colombia)

Abstract

En este artículo se analiza la experiencia del trabajo cultural de artistas populares en la región Caribe colombiana, revisando el caso de las bandas musicales de viento en el departamento de Sucre. Se utiliza el enfoque de capacidades para soportar teórica y conceptualmente la identificación y el análisis en tres categorías de músicos: bandas escuela, aficionados y profesionales, con una metodología de enfoque mixto (incluyendo una encuesta ad hoc) que permite detallar la actividad laboral y artística e identificar las barreras a la inclusión productiva. Los resultados muestran notorias brechas de capacidades básicas y otras provenientes del trabajo laboral artístico, así como en su integración económica. Pese a existir barreras a la inclusión productiva, estos trabajadores culturales constituyen un grupo que preserva la memoria y tradición musical en este departamento. El trabajo contribuye a la literatura aportando una ruta de trabajo replicable a otros contextos y expresiones populares, que hace posible identificar aspectos críticos para el diseño de políticas públicas de patrimonio inmaterial en la música.
