¿El fracaso normativo del mercado o, el ocaso positivo del estado? Confesiones desde la ciencia lúgubre

Abstract

RESUMENEn las sociedades democráticas, el sector público es un agente creado por los individuos para proveer colectivamente los bienes y servicios que el mercado es incapaz de suministrar de forma eficiente y equitativa. Sin embargo, la crisis económica que afloró en las potencias occidentales desde finales de los noventa, afiló las críticas a la economía pública por el exceso de proposiciones normativas ligadas al modelo de libre concurrencia. No obstante, este tipo de argumentaciones tiende a desdenar los alcances del enfoque positivo frente a los desafueros de las aplicaciones político-administrativas. La intención del presente texto es, entonces, revisar el grado de avance de la economía del sector público frente a la problemática de la intervención social y la interpretación del rol del Gobierno en la actividad productiva, a la vez que se distinguen sus apuestas positivas de los juicios normativos.******In democratic societies, the public sector is an agent created by individuals to collectively provide goods and services that the market is unable to provide an efficient and equitable. However, the economic crisis that emerged in the Western powers since the late 90s, sharpened criticism of public economy by excessive regulatory proposals related to the model of free competition. However, such arguments tend to neglect the scope of positive approach towards the excesses of political and administrative applications. The intent of this text is then review the progress of the public sector economy facing the problem of social intervention, distinguishing positive bets normative judgments.
