De la Junta Monetaria a la Junta Directiva del Banco de la República: una historia de dos consensos tecnocráticos

Abstract

En este documento se describen las características de dos regímenes de política monetaria y cambiaria: el de la Junta Monetaria y el control de cambios, entre los años sesenta y noventa del siglo pasado; y el de la inflación objetivo y la flotación cambiaria, a cargo de la Junta Directiva del Banco de la República independiente, desde comienzos de siglo a nuestros días. Ambos regímenes fueron liderados por tecnócratas y generaron un amplio consenso entre los actores de la economía colombiana. Se describe también el manejo monetario y cambiario en la difícil transición entre los dos regímenes a lo largo de buena parte de la última década del siglo XX.
