Impacto fiscal de las recomendaciones de la Misión para la Transformación del Campo

Abstract

El objetivo del estudio es hacer un cálculo indicativo del impacto fiscal de las estrategias recomendadas por la Misión para la Transformación del Campo (MTC) en Colombia e identificar posibles fuentes de financiación. Para ello se hace un costeo indicativo de las recomendaciones de la MTC en las diferentes estrategias: inclusión social, inclusión productiva, adecuación de tierras, vías terciarias, ordenamiento social de la propiedad, ciencia, tecnología e innovación y sostenibilidad ambiental. El costo estimado de las estrategias de la MTC es comparado con el gasto público actual en el área rural tanto en cabeza del Gobierno Nacional, como de los Entes Territoriales y de los recursos del Sistema General de Regalías dirigidos al sector rural. Los resultados muestran que los costos de las estrategias ascenderían a 1,2% del PIB por ano entre 2016 y 2030, de los cuales el gasto existente representa el 0,5% del PIB.
