La coyuntura cafetera internacional en perspectiva

Abstract

“La crisis del Acuerdo Internacional del Café ha dado lugar en los últimos anos a una creciente literatura, tanto teórica como empírica. Los aportes de distintos autores y las extensas polémicas que antecedieron al colapso del sistema de cuotas a mediados de 1989, indican que esta crisis fue el reflejo de los desequilibrios profundos que venía enfrentando este instrumento de regulación del mercado desde hace varios anos. Especialmente, se han destacado tres problemas, diferentes pero relacionados: la inflexibilidad del sistema de cuotas para adaptarse a los cambios en la composición de la producción exportable mundial; el surgimiento de un mercado dual; y la ausencia de una política adecuada de retención por parte de algunos productores. Según veremos, no existe un consenso sobre el papel que jugaron estos tres factores en la ruptura del Pacto, en particular el tercero de ellos. Por otra parte, algunos autores han analizado la crisis del Pacto como el resultado de las imperfecciones que tiene como instrumento de ayuda económica de los países desarrollados a los países en vías de desarrollo. Este trabajo retoma y desarrolla algunos de estos temas y analiza los efectos del rompimiento del pacto de cuotas. Se divide en cuatro secciones, la primera de las cuales es esta introducción. La segunda analiza los problemas estructurales que venían afectando el Acuerdo a lo largo de los últimos anos. La tercera considera la polémica que surgió al interior de la Organización Internacional del Café en torno a la extensión del Acuerdo de 1983, la ruptura del pacto de cuotas y las negocia c iones posteriores. Finalmente, la cuarta estudia los efectos de dicha ruptura.”
