Abstract

Desde principios de 2002 se hizo evidente la crítica situación de las finanzas públicas del país, a pesar del esfuerzo de ajuste que se venía realizando desde 1998. A comienzos del segundo semestre del ano el nuevo equipo de gobierno expresó su preocupación por la necesidad de hacer un drástico ajuste en el corto plazo. A pesar de la complejidad de la situación, los anuncios del nuevo gobierno fueron relativamente bien recibidos por los inversionistas y las percepciones sobre la evolución futura de la economía colombiana mejoraron. Así lo revelaron las diferentes encuestas de Fedesarrollo a empresarios y hogares, y también lo confirmó el desempeno del sector real.
