Colombia en el Gran Caribe

Abstract

Este documento analiza la evolución de la política exterior de Colombia hacia el Caribe desde una perspectiva histórica que parte de la conformación de la Gran Colombia. Se identifican cuatro periodos de las relaciones de Colombia con los países que hoy conforman el Gran Caribe, determinados a partir de la evolución que el mismo concepto del Caribe ha tenido para la sociedad y el gobierno colombiano. El documento hace recomendaciones encaminadas a fomentar una mayor integración política y comercial con los países del Caribe, de modo que se fortalezca la presencia de Colombia en esta región y se promueva por esta vía el desarrollo de la misma. Con este fin, Colombia debe ir más allá de la ejecución de programas de cooperación técnica y formular una política exterior de Estado que refleje la voluntad real, explícita, permanente e inequívoca de acercamiento, acompañamiento y participación en los asuntos más importantes del Gran Caribe. En el contexto actual Colombia tiene la oportunidad de convertirse en líder de la región en distintas áreas y así también mitigar los riesgos de una posible polarización en su contra.
