Un análisis de microeconomía aplicada al servicio urbano de aseo. ¿Monopolio natural o libre competencia?

Abstract

Existe en Colombia un debate que envuelvea usuarios, líderes políticos, empresas yorganismos de supervisión y control delservicio de recolección domiciliaria y transportede residuos sólidos al sitio de disposiciónfinal (en adelante RTRS). La discusiónes si este mercado debe funcionar con permanentecompetencia (en el espacio y eltiempo), o si, por el contrario, las ciudadescolombianas deben otorgar temporalmentezonas de monopolio a las empresas operadoras(públicas o privadas).Aún cuando las actuales disposicionesde la Comisión de Regulación de AguaPotable y Saneamiento Básico (CRA) contemplanla posibilidad de adjudicar zonasexclusivas para el servicio de RTRS, debe anotarseque dicho organismo exige que se ledemuestre la conveniencia de tal decisióny, además, se reserva la autorización final.Este artículo aborda el problema desdela teoría económica y el marco legal perocon directo conocimiento de causa de las prácticas de empresas operadoras, usuarios,organismos de control y líderes políticos.Por tal razón lo denominamos estudio demicroeconomía aplicada.
