Un Analisis de caso desde la perspectiva del desarrollo territorial. Rosario, Argentina, 1995-2008

Abstract

El objetivo del artículo es profundizar en el conocimiento de los factores que promuevenel desarrollo de los territorios locales en América Latina. Específicamente analiza la experienciade la ciudad de Rosario (Argentina) durante el período 1995-2008. La metodologíautilizada se base en evaluación bibliográfica, análisis de información de fuentes primariasy secundarias, y entrevistas a actores más relevantes de la ciudad, provenientes tanto delámbito de la gestión pública, la actividad privada y social, y la academia. Los principalesresultados alcanzados permiten corroborar que la política de desarrollo local contribuyea crear y expandir capacidades endógenas para el desarrollo local si se basa en la planificacióny la articulación de actores territoriales. Y ello representa una fortaleza local tantoen contextos de crisis como de expansión económica.
