Aumento de la segmentación en el sistema de salud colombiano

Abstract

La Ley 100 de 1993 estableció el mandato legal de igualar los planes de beneficios en salud que reciben los colombianos, afiliados a los regímenes contributivo o subsidiado, antes del ano 2001. Ese mandato no se ha cumplido al comenzar el ano 2011. La razón de ello es que los recursos per cápita que reconoce el sistema para el régimen subsidiado siguen siendo cerca de la mitad de los que reconoce para el régimen contributivo, y en consecuencia también los beneficios. El estudio financiero del sector salud que aquí se presenta, demuestra que la brecha entre los dos regímenes se ha ampliado a través del tiempo, especialmente debido a la reducción del esfuerzo fiscal del gobierno nacional para el financiamiento de la salud de la población pobre, de manera que las tendencias objetivas hacia la segmentación de los beneficios se mantienen, a pesar de discursos e incluso formulaciones legales que ordenan la unificación de los planes de salud.
