Cultivos trashumantes, políticas inoperantes. Un balance de la actividad cocalera en Colombia, 1998- 2017

Abstract

RESUMEN: Después de 20 anos de programas orientados a la erradicación definitiva de los cultivos del arbusto de coca, la actividad cocalera no cesa. El objetivo de este trabajo es argumentar que una de las razones es la trashumancia de los cultivos que, ceteris paribus la presencia de grupos armados irregulares, es una estrategia de sus promo-tores comerciales: los narcotraficantes. A través de medidas de autocorrelación espacial se busca demostrar la existencia de tal fenómeno, para concluir en la necesidad de políticas alternativas que eviten la proliferación de la violencia y el dano a la salud y al ambiente
