El papel de la Universidad en el desarrollo y la innovación tecnológica: la experiencia catalana (Relación Universidad-Empresa-Gobierno)

Abstract

Este trabajo busca proporcionar algunos elementos que permitan valorar una de lasfacetas de la contribución de la Universidad a su nueva misión, aquella orientada aldesarrollo tecnológico y, como consecuencia, al desarrollo económico. En la primeraparte se plantea que la nueva misión de la Universidad, además de las funcionesclásicas referidas a la formación de recurso humano y difusión del conocimiento,debe desarrollar funciones de investigación científica y constituirse, en el ámbitolocal y regional en un agente de desarrollo tecnológico, económico, social y cultural.En esta parte se presenta el modelo de Triple Hélice que consiste en una red derelaciones entre Universidad-empresa-gobierno como una de las claves de desarrollobasado en el conocimiento. En la segunda parte se hace énfasis en la relaciónUniversidad-empresa y su contribución a la innovación tecnológica de las regiones.El tercer punto plantea algunas experiencias de desarrollo empresarial a partir de laUniversidad Catalana*17. Finalmente se dan algunas reflexiones acerca de la relación Universidad-Empresa-Estado en Colombia.________ABSTRACTThis work provides the reader with some elements to value one of facets of theuniversity contribution to the new mission directed to the technological andeconomic development. In the first part, it is stated that the new mission of theuniversity, besides its classical function related to human resource formation andknowledge spread, it must develop scientific research functions and constitute byitself in agent of technological, economical, social and cultural development in thelocal and regional ambit. This work presents the triple helix model as a relationnet among universityenterprise-government, as a development key based onknowledge. The second part, has specifically to do with the interaction amonguniversity-enterprise to contribute with technological innovations to the regions.The third part states some experiences of enterprise development starting fromthe Spanish university. Finally, some reflections are give about the relation betweenuniversity-enterprise-government in Colombia.
