Abstract

Enfrenta Colombia un tremendo desajuste en sus finanzas públicas. Se refleja éste en un déficit fiscal que, en el Gobierno Central, desde 1997 supera el 5% del Producto Interno Bruto. Para ponerlo en cifras redondas, el Gobierno tiene ingresos deveintitrés billones de pesos en el ano y se gasta cuarenta. Los diecisiete billones de diferencia los financia, básicamente vendiendo activos y sobre todo, aumentando su endeudamiento.Esta situación es obviamente insostenible: los ingresos corrientes no cubren ni siquiera el gasto de funcionamiento, no hay dinero para inversión, y la deuda y su servicio suben ano a ano. Algo parecido se vive en los entes territoriales. Muchos departamentos y municipios, encabezados, para verguenza nuestra, por el Valle del Cauca y por Cali, han venido padeciendo déficits crecientes que los han llevado a la parálisis ante la imposibilidad de obtener mayores recursos de crédito.
