Hacia un modelo de desarrollo incluyente para el Valle del Cauca

Abstract

Este artículo se enfoca en la identificaciónde aquellos factores estructuralesque explican la pérdida dedinamismo económico de largo plazoen Colombia y, en particular, en elValle del Cauca. Se examina la competitividaddel Valle en relación conColombia y con el resto del mundo.Se cuestiona la insistencia en unaestrategia exportadora como dinamizadoradel desarrollo económico.Se identifica que una gran partede la población está excluida de losbeneficios del desarrollo económico.Para construir un modelo de desarrolloque incluya a esta poblaciónse recomienda recuperar la sendade la industrialización, invertir enel capital humano (educación de altacalidad, salud, salubridad y nutrición),e invertir en infraestructura.La participación del Estado en estasinversiones sociales es necesaria paradisminuir la desigualdad y aumentarel crecimiento económico.
