Reinventando la política fiscal: ¿una nueva estrategia para la estabilización y el crecimiento económico?

Abstract

El propósito del presente documento es el de contribuir al debate en torno a la importancia de la política fiscal como una herramienta poderosa para la estabilización y el crecimiento económico, así como mostrar el hecho de que los déficits fiscales no son los responsables de la inestabilidad financiera experimentada recientemente por las economías. Así, se desarrolla un modelo de corte keynesiano con micro fundamentos económicos donde se muestra que la política fiscal, además de ser necesaria para estabilizar la economía, sobre todo cuando se tiene un sistema financiero frágil, puede generar un proceso de crecimiento si está en coordinación con la política monetaria. ****** The purpose of the paper is to contribute to the debate on the importance of fiscal policy as a tool for the stabilization and economic growth, while fiscal deficits are not responsible for the financial instability recently experienced by the economies. In this sense, the paper develops a model of Keynesian micro economic fundamentals to demonstrate that fiscal policy, as well as being necessary to stabilize the economy, especially when there is a fragile financial system, can generate a process of growth if it is coordinated with monetary policy.
