El Papel del Sector Informal en una Estrategia de Desarrollo

Abstract

Nos tuvimos que dedicar tanto, durante la pasada recesión, a los asuntos de corto plazo, que casi habíamos perdido la voluntad de ocuparnos de los problemas de largo plazo del desarrollo económico del país. El informe de la misión de empleo Chenery constituyó una de las pocas excepciones en el pasado reciente. Y ahora el Plan de Economía Social nos ha puesto a pensar otra vez en estrategias de desarrollo. Creo que ese es su principal mérito.La economía social es, por lo menos al nivel de las intenciones, a la vez un plan político y un plan económico. Es por un lado el instrumento principal de la reconciliación y la normalización y por otro una estrategia nacional de desarrollo.
