El efecto del programa Todos a aprender: una evaluación de impacto con tratamiento jerárquico multivaluado

Abstract

El programa Todos a aprender (PTA) ha sido la principal herramienta del gobierno colombiano para mejorar el bajo desempeño académico en básica primaria durante la última década. Las evaluaciones del programa muestran que ha tenido efectos limitados, debido a la heterogeneidad en su implementación, lo que ha promovido un mayor seguimiento al funcionamiento del programa; sin embargo, hasta el momento, la información de la implementación y el resultado no se han empleado conjuntamente en su evaluación. Este artículo aborda el vacío en la literatura y evalúa el impacto del PTA en la eficiencia educativa, mediante modelos multinivel con emparejamiento y variable de tratamiento métrica. Los resultados señalan que el PTA tuvo efectos positivos en la eficiencia, pero dependientes fuertemente del nivel de implementación. Con base en esto, se sugiere realizar un seguimiento constante al funcionamiento del PTA y procurar evaluar sus posibles puntos de saturación.
