El arancel externo común en la Comunidad Andina

Abstract

Este trabajo tiene como objetivo estudiar la viabilidad política del Arancel externo común de la Comunidad Andina, examinando ómo responde el establecimiento de este arancel a la demanda de proteccionismo en los cinco países andinos. Se utilizaron datos industriales y comerciales para determinar la demanda de proteccionismo en los diferentes sectores industriales de los países mencionados, basándonos en los resultados de la literatura sobre formación endógena de la política comercial. A pesar de la diversidad de la estructura industrial y comercial de los países andinos, encontramos coincidencia entre los sectores que demandan mayor protección. Sin embargo, parece que la protección negociada a nivel comunitario se realiza a expensas de los procesos individuales de liberalización en los países.
