Función De Costos De Abatimiento De Emisiones De So2 En Enap Refinerías Bio-Bio

Abstract

En este artículo se desarrollan tres objetivos fundamentales. Primero, utilizando técnicas econométricas de series temporales y la especificación funcional propuesta por Hartman et al. (1997), se estima una función de costos de abatimiento para un contaminante generado por ENAP Refinerías Bio-Bio. En particular, se analizan dos tecnologías de proceso, Planta de Sulfhidrato de Sodio y Planta de Azufre, que permiten el abatimiento de emisiones de dióxido de azufre, contaminante generado por la refinería en su proceso productivo de gasolinas y derivados del petróleo en general. Un segundo objetivo consiste en evaluar la presencia de ineficiencias en el uso de recursos financieros. Lo anterior, podrá ser testeado evaluando la forma de la función de costes totales de abatimiento de las tecnologías. Las estimaciones realizadas utilizando un modelo de efectos fijos, indican que los costos totales decrecen a tasas crecientes, lo que nos permite concluir que a medida que los niveles de abatimiento mensual van aumentando, los costos medios de abatimiento van disminuyendo. El tercer objetivo de ésta investigación se centra en evaluar la presencia de economías de escala en el nivel abatido de dióxido de azufre. En particular, se espera que las tecnologías presenten características de monopolio natural en el abatimiento de emisiones. Para esto se utiliza la definición de Baumol (1982), que detecta la presencia de un monopolio natural si, en el intervalo relevante de niveles de producto de la empresa, la función de costes es subaditiva.
