Bestände und Konzentration privater Vermögen in Österreich 2014/2015

Abstract

Ziel der vorliegenden Arbeit war es, die Untererfassung reicher Haushalte in der zweiten Welle des HFCS unter der Annahme einer Pareto-Verteilung für den oberen Rand der Vermögensverteilung zu korrigieren und damit eine realistischere Darstellung der Bestände und Verteilung privater Vermögen in Österreich zu liefern. Dabei wurden auf Basis von Monte-Carlo-Simulationen verschiedene Varianten der Implementierung dieser Pareto- Methode überprüft. Es hat sich gezeigt, dass bei Vorliegen nicht-gleichverteilter Antwortverweigerungen, die insbesondere die Spitze der Vermögensverteilung betreffen, der QQSchätzer in Kombination mit einer Liste der reichsten ÖsterreicherInnen gut geeignet ist, um den oberen Rand der österreichischen Vermögensverteilung statistisch abzubilden. Die Methode von Eckerstorfer et al. (2013, 2016) wurde damit um Überlegungen zu Nichtbeantwortungsproblemen erweitert. Unter der Annahme einer Pareto-Verteilung am oberen Rand der Vermögensverteilung beläuft sich das geschätzte Gesamtvermögen auf 1,317 Mrd. Euro. Wird im Vergleich dazu das Gesamtvermögen der österreichischen Haushalte basierend auf den HFCS-Daten geschätzt, ohne weitere Versuche zu unternehmen, für die Untererfassung der Vermögensspitze zu korrigieren, ergibt sich ein Wert von 998 Mrd. Euro. Der Unterschied entspricht einem Anstieg des Durchschnittsvermögens um 81.000 Euro (von 258.000 Euro auf 339.000 Euro). Der Anteil der reichsten 1% der Haushalte am österreichischen Gesamtvermögen steigt dadurch von 25% auf 41%.
