Dienstleistungen im Strukturwandel: Entwicklung und Perspektiven für Wachstum und Beschäftigung in Europa

Abstract

In diesem Beitrag wird auf einige wesentliche Aspekte des Strukturwandels, der sich in der europäischen Wirtschaft seit geraumer Zeit vollzieht, eingegangen und dargestellt, in welchen Teilsektoren des Dienstleistungsbereichs in den kommenden Jahren mit überdurchschnittlichem Wachstum und zusätzlicher Beschäftigung zu rechnen ist. Dabei wird versucht, einen Ausblick auf mögliche Veränderung der Wirtschaftsstrukturen bis zum Jahr 2020 zu geben. Ebenfalls werden die Konsequenzen für die Beschäftigung und die Anforderungen an Wissen und Fähigkeiten der Erwerbstätigen behandelt. Trotz der dynamischen Entwicklung, die viele Dienstleistungen in der jüngeren Vergangenheit auszeichneten, und trotz der allgemeinen Erwartung, dass der Dienstleistungssektor in allen europäischen Ländern weiter die zentraler Rolle für Wachstum und Beschäftigung spielen wird, gibt es eine ganze Reihe von Vorbehalten, die gegenüber Dienstleistungen geäußert werden. Dienstleistungen werden in der öffentlichen Debatte häufig als kein vollwertiger Ersatz für einen schrumpfenden Industriesektor angesehen. Auf fünf häufig geäußerte Einwande gegen Dienstleistungen wird daher naher eingegangen.
