Abstract

Au moment où la Communauté s'apprête à définir les règles du futur pacte de stabilité, il est utile de recevoir sur l'ensemble du dispositif qui régira la politique économique dans l'Union monétaire. Tel qu'il se dessine actuellement, dans le cadre d'une union restreinte aux pays les plus "vertueux", il s'avère en effet fortement contraignant : les pays élus perdront non seulement la maîtrise de la politique monétaire, mais aussi, une part importante de leur marge de manœuvre budgétaire ; ceux, parmi les exclus, qui souhaiteront poursuivre la marche vers l'union monétaire, resteront quant à eux contraints par les critères du Traité, et se trouveront liés par un mécanisme de change inspiré du SMR (...).
