Decouplage des aides a l'agriculture et localisation des activites

Abstract

Dans la perspective d'un accroissement du degre de decouplage des soutiens publics a l'agriculture, cet article traite la question de l'impact du mode d'attribution des subventions sur la localisation des activites agricoles et agro-industrielles. Un modele d'economie geographique comptant deux regions dont les secteurs agricole et agro-industriel sont verticalement lies, permet de traiter cette question. Nous montrons que des aides distinctes selon les outputs, couplees, peuvent favoriser la dispersion geographique des activites. Ce mode d'attribution des aides est utilise dans l'Union europeenne. Des aides attribuees de maniere identique a tous les agriculteurs, plus decouplees, favorisent l'agglomeration des activites industrielles. Ainsi, le passage d'un type d'aide a l'autre, soit le decouplage des aides directes a l'agriculture, favoriserait l'agglomeration des activites.
