A quoi servent les politiques regionales europeennes ?

Abstract

En comparaison des sommes depensees pour les politiques regionales, il est etonnant de constater la faiblesse du cadre conceptuel qui sert a les justifier. En caricaturant a peine la position de la Commission, celle-ci considere que les transferts en faveur des regions europeennes les plus pauvres leur sont benefiques, ce qui permet une reduction des inegalites regionales, celle-ci devant elle-meme etre benefique a l’Europe dans son ensemble. Cet article presente un cadre simple pour analyser ces politiques. Il part du constat que les politiques actives en faveur des regions les plus defavorisees peuvent difficilement se justifier dans un cadre conceptuel neo-classique de concurrence pure et parfaite et sans economies d’echelle, puisque le processus d'integration devrait, dans ce cadre, accelerer la convergence entre regions.
