Arbeits- und Fachkräftemangel – aktuelle Lage und Projektionen im europäischen Vergleich

Abstract

Der Fachkräftemangel in Deutschland hat sich aufgrund der bereits seit einiger Zeit schwachen Konjunktur deutlich abgeschwächt. Im Januar 2025 gaben 28,3% der an den ifo Konjunkturumfragen teilnehmenden Unternehmen an, von einem Mangel an qualifizierten Fachkräften behindert zu werden. Der Höchstwert aus dem Jahr 2022 lag bei 49,7%. Im Verarbeitenden Gewerbe klagen momentan weniger als halb so viele Firmen über Beeinträchtigungen als noch im Jahr 2022. Auch im europäischen Vergleich sind die Engpässe der deutschen Industrieunternehmen derzeit nicht so groß wie in einigen Ländern Osteuropas und des Balkans. Im Dienstleistungssektor ist Deutschland aber weiterhin unter den am stärksten betroffenen Ländern. Projektionen auf Basis von EU-Daten zeigen, dass auch langfristig die demografische Entwicklung zu einem Rückgang der erwerbsfähigen Bevölkerung führen wird, der durch eine steigende Partizipationsrate nicht vollständig ausgeglichen werden kann.
