Verbesserung der Erwerbsanreize im Transfersystem

Abstract

Eine Aufgabe für die neue Bundesregierung wird die Verbesserung der Erwerbsanreize im deutschen Transfersystem. Empirische Studien der vergangenen Jahre zeigen, dass eine Absenkung der Transferentzugsraten, etwa im Rahmen einer Bürgergeldreform, das Arbeitsangebot steigern könnte, ohne die soziale Sicherheit zu gefährden. Weitergehende Ansätze umfassen die Integration von Wohngeld und Kinderzuschlag in ein einheitliches Transfersystem, um Interdependenzen zu reduzieren und Effizienzgewinne zu realisieren. Die Simulationsanalysen legen nahe, dass durch eine umfassende Reform Verbesserungen bei Arbeitsangebot, fiskalischen Kosten und Verteilungsfragen möglich sind.
