Sind wir noch bedingt abwehrbereit? Die Entwicklung der deutschen Verteidigungsfähigkeit seit dem Ende des Kalten Krieges

Abstract

Die deutsche Verteidigungsfähigkeit hat unter dem Rückgang der Personalstärke, Verteidigungsausgaben und militärischen Ausrüstung erheblich gelitten. Selbst gemeinschaftlich mit anderen europäischen Staaten liegt Deutschland militärisch weit hinter China und Russland zurück und ist in hohem Maße von den amerikanischen Sicherheitsgarantien abhängig. Die Verteidigungsausgaben müssen dauerhaft, wie international vereinbart, auf 2% der Wirtschaftsleistung steigen. Zudem ist ein effizienteres Beschaffungswesen notwendig. Mittelfristig ist eine stärke Kooperation zwischen den nationalen Rüstungsindustrien in Europa anzustreben, um weder technologisch den Anschluss noch sicherheitspolitisch die Autonomie zu verlieren.
