Gaskrise 2022: Wo stehen wir, und was können wir tun?

Abstract

Die Konsequenzen eines möglichen Ausbleibens russischer Gaslieferungen sind seit Beginn des Ukraine-Krieges Gegenstand einer Vielzahl von Diskussionen. Besonders die Entwicklung der Gaspreise und der Versorgungssicherheit stehen dabei im Hinblick auf den nächsten Winter, aber auch die kommenden Monate und Jahre im Vordergrund. Der vorliegende Artikel gibt einen Überblick über den gegenwärtigen Stand verschiedener Untersuchungen bezüglich möglicher Lieferengpässe und Preisentwicklungen bei Erdgas, mögliche Einspar- und Substitutionspotenziale bei Industrie und Haushalten sowie über die gesamtwirtschaftlichen Auswirkungen von Gaslieferstopps hinsichtlich kurz,- mittel- und langfristiger Folgen. Darüber hinaus werden mögliche politische Handlungsoptionen auf deutscher und europäischer Ebene diskutiert. Neben der Senkung des Gasverbrauchs sind hierbei besonders langfristige Maßnahmen zur Bewältigung der Krise gefordert, um die Resilienz der Energieversorgung zu stärken, die Abhängigkeit von fossilen Brennstoffen zu verringern und die Wettbewerbsfähigkeit der Industrie zu sichern.
