Umsetzung der Klimaziele effizient gestalten

Abstract

In zwei Feldern müssen besonders schnell grundsätzliche Entscheidungen getroffen werden – der CO2-Bepreisung und dem Ausbau erneuerbarer Energien. Ohne ein starkes Leitinstrument werden die fundamentalen Signale fehlen, um die Dekarbonisierung in allen Sektoren voranzutreiben. Ohne die Verfügbarkeit und Marktintegration stark steigender Mengen erneuerbarer Energie kann der Wegfall fossiler Energieträger in Sektoren wie Verkehr und Industrie nicht kompensiert werden. Das neue Klimaschutzgesetz ist allerdings nur beschränkt geeignet, die notwendigen Markt- und Innovationsdynamiken zu fördern. Sollte es im Laufe der Legislaturperiode zu einer weiteren Reform des Gesetzes kommen, z.B. um unionsrechtliche Rahmenbedingungen konsequent abzubilden, könnte hier nachgebessert werden.
