Fliegen verbieten oder verbietet sich das Verbieten von Flügen?

Abstract

Neben den CO2-Emissionen verursacht das Fliegen Klimaschäden durch Nicht-CO2-Emissionen, die bislang nicht durch die umweltpolitische Regulierung adressiert sind. Bodo Sturm und Joachim Weimann erläutern die Probleme, die sich aus der Tatsache ergeben, dass es sich bei den Nicht-CO2-Emissionen eher um Oberflächenschadstoffe handelt und skizzieren als Lösungsvorschlag die Integration der Nicht-CO2-Emissionen in den Europäischen Emissionshandel (EU ETS) auf der Basis von flugspezifischen CO2-Äquivalenten.
