Ziele verfehlt: Eine Analyse der neuen Grundrente

Abstract

Die Grundrente, die zum 1. Januar 2021 in Kraft getreten ist, wurde mit dem Anspruch beworben, Altersarmut zu vermeiden und durch ihr kompliziertes Design besonders zielgenau zu sein. Axel Börsch-Supan und Nicolas Goll untersuchen, ob die Grundrente diesen Anspruch auch tatsächlich erfüllt. Dies ist nicht der Fall. Einerseits haben 75,9% der Rentner*innen, die im Sinne des neuen Gesetzes als arm gelten, keinen Anspruch auf Grundrente. Auf der anderen Seite gehören 21% der Anspruchsberechtigten zur vermögensreicheren Hälfte der deutschen Rentner*innen. Das neue Gesetz erreicht zu wenige der Personen, die tatsächlich Unterstützung benötigen, und gewährt zu vielen Personen Leistungen, die keine Hilfe brauchen.
