Post-Singapur-Architektur der Europäischen Handelspolitik

Abstract

Das EU-Handelsabkommen mit Singapur hat die EU-Kommission praktisch unbemerkt von der Öffentlichkeit 2015 weitgehend abgeschlossen. Zwei Jahre später rückt dieses Abkommen in die öffentliche Wahrnehmung, weil der Europäische Gerichtshof ein Gutachten darüber erstellt hat, welche Sachbereiche ausschließlich in die handelspolitische Kompetenz der Europäischen Union (EU-only) fällt. Bei diesen haben die nationalen Parlamente künftig keine Mitwirkungsrechte. Elisabeth Beer, AK Wien, und Susanne Wixforth, DGB, setzen sich in ihrem Kommentar mit den Konsequenzen dieses Urteils auseinander. So bedeutet dieser Kompetenzgewinn auf EU-Ebene etwa eine regulatorische Einschränkung der Mitgliedstaaten bei Nachhaltigkeitskriterien.
