Der Arbeitsmarkt in Deutschland – ist eine Reform der Agenda 2010 notwendig?

Abstract

Am 14. März 2003 verkündete der damalige Bundeskanzler Gerhard Schröder in einer Regierungserklärung die Agenda 2010 als Reaktion auf die schwierige Situation am Arbeitsmarkt und den sich abzeichnenden demographischen Wandel. Seither hat es von vielen Seiten großes Lob, aber auch Kritik an der Agenda und deren Folgen gegeben. Auch unter Ökonomen war die Agenda von Anfang an nicht unumstritten. Das ifo Institut und die Frankfurter Allgemeine Zeitung haben aktuelle Korrekturvorschläge zur Agenda 2010 zum Anlass genommen, in der Juliausgabe des Ökonomenpanels die heutige Sicht der Ökonomen auf die Agenda zu ermitteln. Im Ergebnis sehen alles in allem die Ökonomen in Deutschland in der Agenda 2010 einen großen Erfolg für den deutschen Arbeitsmarkt und sind skeptisch angesichts grundlegender Änderungsvorhaben. Allerdings sehen sie auch durchaus Raum für geringfügige Anpassungen bzw. Korrekturen an einzelnen Stellschrauben, um die Agenda an die aktuellen Gegebenheiten und Erfahrungen anzupassen.
