Nachtrag: Reform der Finanzbeziehungen zwischen Bund und Ländern: Fairer Kompromiss oder Setzen neuer Fehlanreize?

Abstract

Im Oktober 2016 einigten sich die Regierungschefs von Bund und Ländern auf eine Neuregelung der föderalen Finanzbeziehungen ab 2020. Die Reform wurde im ifo Schnelldienst 24/2016 von einigen Experten vorgestellt und diskutiert. In Ergänzung dieser Beiträge sieht Michael Thöne, Universität zu Köln, wenig Subs­tanz in der Neuregelung, die vor allem das Bild des Finanzausgleichs geändert habe.
