Kurz zum Klima: Die Energiewende und das energiepolitische Zieldreieck – Teil 1: Versorgungssicherheit

Abstract

Die Energiewende wird eine der größten Herausforderungen an die deutsche Volkswirtschaft in den kommenden Jahrzehnten darstellen. Um die zwei Hauptziele der Energiewende zu realisieren – die CO2-Emissionen bis zum Jahr 2050 um 80% zu reduzieren und die verbleibenden Atomkraftwerke bis 2022 abzuschalten –, soll unter anderem der Anteil erneuerbarer Energieträger an der Stromversorgung bis auf 35% im Jahr 2020 (80% im Jahr 2050) gesteigert werden. In welchem Umfang die dazu notwendige Neustrukturierung des Stromversorgungssystems als Erfolg angesehen werden wird, wird aber nicht nur von der Realisierung der Abschaltungs- und Emissionsreduktionziele, sondern auch von der Umweltverträglichkeit des neuen Systems insgesamt und den Auswirkungen auf die Versorgungssicherheit und Bezahlbarkeit der Energieversorgung abhängen. Diese drei Elemente – Versorgungsicherheit, Umweltverträglichkeit und die Bezahlbarkeit bzw. Wirtschaftlichkeit – bilden die drei Eckpunkte des energiewirtschaftlichen Zieldreiecks. In dieser und in folgenden Ausgaben des ifo Schnelldienst werden sich die Kurz-zum-Klima-Beiträge mit den verschiedenen Eckpunkten des Zieldreiecks beschäftigen. Der vorliegende Artikel setzt sich mit der Frage der Versorgungssicherheit auseinander.
