Deleveraging mit Zwangsanleihen

Abstract

Für Wolfram F. Richter, Universität Dortmund, sind die verschiedenen Krisen im Kern Kreditkrisen. Deshalb sei es riskant, die Lösung der Krise in Strategien zu suchen, die sich in einer Refinanzierung von Schulden durch Schulden erschöpfen. Geboten sei deshalb weniger eine Umschuldung oder eine Hebelung von Kreditvolumina, sondern ein Rückbau der Verschuldung im öffentlichen und finanziellen Sektor unter Vermeidung einer Kreditklemme für die Realwirtschaft. Um dieses Ziel zu erreichen, sollten, nach Ansicht von Wolfram Richter, die Staaten des Euroraums die koordinierte Begebung von Zwangsanleihen in Erwägung ziehen.
