Kurz zum Klima: Lernen fur den Klimaschutz

Abstract

Wissen hat ökonomisch gesehen oft den Charakter eines öffentlichen Gutes. In der Regel gelingt es nämlich dem Erfinder einer neuen Technologie oder eines neuen Produkts nicht vollständig, sich die Erträge seiner Forschungsbemühungen anzueignen. Daher steht das in den Technologien bzw. Produkten inkorporierte Wissen zum Teil Dritten zur Verfügung. Diese, nicht an marktmäßige Transaktionen gebundenen Wissensflüsse werden als Überschwappeffekte (Spill-over) bezeichnet. Spill-over sind aus der Sicht des Erfinders zwar meist unvorteilhaft, führen andererseits aber auch zu zusätzlichen Innovationen, was gesellschaftlich wünschenswert sein kann. Gerade bei Umweltinnovationen, die Umweltverschmutzung vermeiden oder weniger natürliche Ressourcen beanspruchen, ist die Generierung von Spill-over zu begrüßen.
