Beschäftigungseffekte von Mindestlöhnen unter Vernachlässigung der Hauptbetroffenen: Kommentar zu König und Möller

Abstract

Der von Marion König und Joachim Möller vom Institut für Arbeitsmarkt und Berufsforschung in Nürnberg zu den Beschäftigungswirkungen von Mindestlöhnen verfasste Beitrag nutzt die qualitativ hochwertige Datenstichprobe sozialversicherungspflichtig Beschäftigte. Ihr Ansatz besteht darin, die Weiterbeschäftigungswahrscheinlichkeiten der vom Mindestlohn unmittelbar Betroffenen zu vergleichen mit den Weiterbeschäftigungswahrscheinlichkeiten von Beschäftigten, die etwas höhere Löhne erzielen. Als durch den Mindestlohn verursacht nicht identifizieren können König und Möller aber aufgrund der angewandten Methodik über alle Beschäftigtengruppen hinweg gleichmäßige Beschäftigungsverluste und aufgrund der verwendeten Datenbasis Beschäftigungsverluste der Hauptbetroffenen, wie der entsandten und Werkvertragsarbeitnehmer.
