Unbezahlbare Nahrungsmittel – stark gestiegene Nachfrage oder Agrarrohstoffe als Anlageklasse: was sind die Ursachen?

Abstract

Der steile Anstieg der Nahrungsmittelpreise hat zu einer allgemeinen Verunsicherung geführt. Nach Ansicht von Joachim von Braun, International Food Policy Research Institute, Washington, können die Lebensmittelpreise langfristig nur durch eine Steigerung der Produktion stabilisiert werden. Vor allem sollten die Regierungen in den Entwicklungsländern ihre mittel- und langfristigen Investitionen in ländliche Infrastruktur, landwirtschaftliche Forschung und Beratung sowie den Marktzugang für Kleinbauern intensivieren. Unterstützung findet diese Auffassung durch Hans-Joachim Preuß, Deutsche Welthungerhilfe e.V. Für ihn kann Ernährungssicherheit langfristig nur erreicht werden, wenn die ländliche Entwicklung wieder ein Schwerpunkt der Entwicklungszusammenarbeit wird und mehr Gelder für die Landwirtschaft zur Verfügung gestellt werden. Und auch für Ralf Südhoff, UN World Food Programme (WFP), liegt die größte Herausforderung der aktuellen Krise in der Landwirtschaft selbst. Ein massiver Ausbau des Nahrungsangebots sei nötig – und das größte Potential liege in den Entwicklungsländern selbst. Christian Henning, Universität Kiel sieht die vorrangige Aufgabe der Politik darin, Rahmenbedingungen für funktionierende internationale Märkte zu schaffen, in denen relative Knappheitsverhältnisse unverzerrt durch entsprechende Preisentwicklungen signalisiert werden: »Denn das beste Mittel gegen hohe Nahrungsmittelpreise sind hohe Nahrungsmittelpreise.« Dieter Kirschke und Astrid Häger, Humboldt-Universität zu Berlin, verweisen ebenfalls auf die Weltagrarmärkte, auf denen Marktorientierung und Wettbewerbsfähigkeit in den Vordergrund treten und – angesichts der erwarteten Agrarpreisentwicklung – neue Perspektiven und Chancen angeboten werden.
