Der deutsche Ladenschluss - und wieder kein endgültiges Ende? Ein Kommentar

Abstract

Die Bundesregierung plant wieder eine Erweiterung der Ladenöffnungszeiten. Aus handelsforscherischer Sicht wäre dies zu begrüßen. Die Liberalisierung des Handelsgesetzes hat zwar die Strukturdynamik im Einzelhandel etwas beschleunigt, die wesentlichen Einflussfaktoren für die Veränderungen liegen aber an der allgemeinen Wettbewerbsverfassung, die zu einer rückläufigen Entwicklung der Beschäftigung im Einzelhandel und zu einem vermehrten Ausscheiden von kleineren, inhabergeführten Einzelhandelsunternehmen geführt haben. Eine weitere Liberalisierung der gesetzlichen Ladenschlusszeiten würde vor allem diejenigen kleineren Einzelhandelsunternehmen, die ihre Verkaufsläden in sog. Szenevierteln betreiben, spürbar begünstigen, was auch zu einer Stärkung der Wettbewerbsposition und der langfristigen Existenz dieser stark personengeprägten Unternehmen führen würde.
