Freiwillige Versicherung in einer mit Pauschalbeiträgen finanzierten GKV: Ein Kommentar zu einem Vorschlag des Sachverständigenrats

Abstract

Der Sachverständigenrat hat in seinen Jahresgutachten 2002/03 den Vorschlag unterbreitet, die gesetzliche Krankenversicherung durch Kopfpauschalen zu finanzieren, ohne zugleich die gesamte Wohnbevölkerung in die Versicherungspflicht zu nehmen. Prof. Dr. Matthias Wrede, RWTH Aachen, zeigt in diesem Beitrag, dass eine Aufrechterhaltung der Option der freiwilligen Versicherung jenseits einer Versicherungspflichtgrenze in Verbindung mit der Änderung der Finanzierung zu einer Verschärfung der Risikoentmischung zu Lasten der Gesetzlichen Krankenversicherung führen würde.
