Nachtrag: Reform der Arbeitslosenversicherung

Abstract

Ergänzend zu dem im ifo Schnelldienst 7/2002 diskutierten Thema »Reform der Bundesanstalt für Arbeit« stellt Egon Hölder, Präsident des Statistischen Bundesamtes a.D., seinen Reformvorschlag vor: Damit die Arbeitslosigkeit als wirtschaftliches und soziales Phänomen wirksam abgebaut und zugleich ein wirtschaftlicher Auftrieb erzeugt werden kann, sollte das durch die Arbeitslosigkeit brachliegende Potential zur Wertschöpfung genutzt werden. Dafür ist - nach Meinung von Egon Hölder - die grundsätzliche Änderung der Arbeitslosenversicherung nötig. »Sie soll nicht mehr einfach Geld als Lohnersatz bieten, sondern eine garantierte Möglichkeit, diesen Lohnersatz im Rahmen einer besonderen Leiharbeitsorganisation zu verdienen.«
