Abstract

Wie sollte der ins Stocken gekommene Konjunkturmotor wieder in Gang gebracht werden? Dr. Gustav Adolf Horn, DIW Berlin, stellt in seinem Beitrag die Empfehlung der Mehrheit der Forschungsinstitute bei der Gemeinschaftsdiagnose vor, die sich für das Vorziehen der nächsten Stufe der Steuerreform von 2003 auf 2002 ausgesprochen hat. Unterstützt wird er darin von Prof. Dr. Norbert Walter, Deutsche Bank Research, und von Dr. Klaus Friedrich, Dresdner Bank, die »eine mittel- und langfristig orientierte, auf Strukturverbesserungen angelegte Finanzpolitik« einfordern. Auch Dr. Martin Hüfner, HypoVereinsbank, plädiert »für eine offensivere Strategie«. Prof. Dr. Joachim Scheide, IfW Kiel, vertritt dagegen das Minderheitsvotum der Wirtschaftsforschungsinstitute und erläutert warum »die Finanzpolitik nicht dazu übergehen (sollte), die Haushaltskonsolidierung von der Konjunktur abhängig zu machen«.
