Liberalisierung der Wasserversorgung - soll das letzte Versorgungsmonopol in Deutschland fallen?

Abstract

Bereits 1999 startete das Bundeswirtschaftsministerium die Diskussion um eine Liberalisierung der Wasserversorgung in Deutschland, und mittlerweile verkaufen immer mehr Kommunen Anteile an den in ihrem Eigentum befindlichen Wasserversorgungsunternehmen an private Investoren. Für eine weitergehende Liberalisierung sprechen sich Prof. Dr. Hans-Jürgen Ewers und Bettina Mankel, Technische Universität Berlin, sowie Eric Heymann, Deutsche Bank Research, aus, um Effizienzvorteile durch Wettbewerb auch bei der Wasserversorgung nutzen zu können. Für Petra Roth, Oberbürgermeisterin von Frankfurt und Vizepräsidentin des Deutschen Städtetages und Dr. Wolf Pluge, Bundesverband der deutschen Gas- und Wasserwirtschaft, ist eine gesetzlich verordnete Liberalisierung der Wasserwirtschaft nicht erforderlich.
