Jugend auf der Verliererstraße

Abstract

In Deutschland ist das relative verfügbare Einkommen der jungen Menschen im Vergleich mit dem Durchschnitt der OECD-Länder unterdurchschnittlich niedrig und das der älteren Menschen überdurchschnittlich hoch. Ähnlich ungünstig schneiden junge Menschen ab, legt man die Armutsrate zugrunde: Nach den Erhebungen der OECD lebten in Deutschland Mitte der neunziger Jahre 13,7% der 18- bis 25-Jährigen und 10,6% der unter 18-Jährigen, aber nur 7,9% der 51- bis 65-Jährigen und 10,4% der über 65-Jährigen in Armut, so dass die Jugend- die Altersarmut übertrifft. Verursacht wird dies hauptsächlich durch die Verteilung öffentlicher Transferleistungen auf die einzelnen Altergruppen.
