Wende in der Verkehrspolitik: durch mehr Wettbewerb auf den Schienen zu größerer Effizienz?

Abstract

Die Deutsche Bahn wird nach ihrer finanziellen Sanierung Mitte der neunziger Jahre sowohl 2001 als auch 2002 wieder hohen Geschäftsverlusten entgegensehen. Einer der Gründe für die prognostizierte unbefriedigende finanzielle Entwicklung sind ungenügende Fortschritte im Bereich der Produktivitätsentwicklung. Prof. Dr. Gerd Aberle, Universität Gießen, plädiert in seinem Beitrag für die Netzöffnung gegenüber Dritten: »Intramodaler Wettbewerb durch Dritte führt dazu, dass neue Schienenverkehrsanbieter mit innovativen Produkten und Wettbewerbsstrategien die vorhandenen Marktpotentiale effizienter ausschöpfen und neue Marktpotentiale schaffen ... Die Dritten können zeigen, welche Möglichkeiten das System Eisenbahnverkehr im Verkehrsmarkt besitzt und wie sie konkret umgesetzt werden können.« - Auch Prof. r. Günter Knieps, Universität Freiburg, und Heinz Hilbrecht, Direktor für Landverkehr bei der EU-Kommission, sprechen sich für einen diskriminierungsfreien Zugang zu den Zugtrassen aus.
