Einwohnerwertung im Länderfinanzausgleich - Ökonomische Analyse und Reformbedarf

Abstract

Eines der in Deutschland zur Zeit heftig diskutierten Probleme ist die Neuordnung des Länderfinanzausgleichs in der Folge des Verfassungsgerichtsurteils vom 11. November 1999. Zu den zentralen Punkten gehört dabei die Überprüfung der Bevorzugung der drei Stadtstaaten Hamburg, Bremen und Berlin durch das derzeitige System. Ein möglicher Mehrbedarf der Stadtstaaten muss sich nach den Vorgaben der Karlsruher Richter "nach Maßgabe verlässlicher, objektivierbarer Indikatoren als angemessen erweisen". Die vom ifo Institut in Kooperation mit Prof. Dr. Bernd Huber, Universität München, Dr. Karl Lichtblau, IW Köln, sowie dem Zentrum für Europäische Wirtschaftsforschung erstellte Untersuchung kommt zu dem Ergebnis, dass grundsätzlich der besonderen Situation der Stadtstaaten weiterhin Rechnung getragen werden sollte. Die gegenwärtige Stadtstaatenwertung im Länderfinanzaugleich ist jedoch abzusenken, zu differenzieren und systematisch neu zu gestalten. Für dünn besiedelte Länder lässt sich ebenfalls kein genereller Mehrbedarf ableiten. Eine Einwohnergewichtung ist deshalb hier nicht geboten.
